An Addition to the Military Jargon

A friend just related to me a new term in the Russian military jargon which is making the rounds. As a result of the rise of current practices of rewarding military performance by Putin and the siloviki there is a new group of officers who have chosen to follow orders to the letter and assign blame to others. They are known as the Двойное остекление (double-glazing) which refers to their ability to avoid the political hazards of open windows in Moscow.
